Last July, the Tax Legal Service Center of the Tianfu Central Legal Affairs Area was officially established through collaborative efforts from the State Administration of Taxation Sichuan Provincial Taxation Bureau, Chengdu Municipal Taxation Bureau, and Tianfu New Area Taxation Bureau. In July 2022, Lawyer Liu Tianyong, the director of Hwuason Law Firm, was appointed as an expert in the think tank of the Sichuan Provincial Tax Legal Service Center by the State Administration of Taxation Sichuan Provincial Taxation Bureau.

The Tax Legal Service Center in the Tianfu Central Legal Affairs Area serves as a platform for public service lawyers and professional talents within the taxation system. It focuses on mediating major tax disputes, preventing international tax disputes, providing guidance on tax matters related to the "Belt and Road" initiative, and aims to build a brand for legal services in taxation. With the center's support, tax officials from Chengdu and Chongqing collaborate on innovative taxation legal services, combining business acumen and expertise, to provide high-quality and targeted tax legal services for taxpayers in the Chengdu-Chongqing economic circle, especially those engaged in cross-regional operations. The center, managed by the Sichuan Provincial Taxation Bureau, coordinated by the Chengdu Municipal Taxation Bureau, and operated by the Tianfu New Area Taxation Bureau, is committed to becoming a top-tier hub for tax legal services based in Sichuan, radiating to the western regions, serving the whole country, and facing the world. As of the beginning of this year, the center has provided tax legal services to more than 30 large enterprises, resolving tax disputes with a satisfaction rate of up to 100%.

Liu Tianyong, the director of Hwuason Law Firm, holds a Doctorate in Law, a post-doctoral degree in Economics, and is recognized as one of the first legal experts in the Ministry of Finance's talent pool. He is also among the first national tax leaders recognized by the State Administration of Taxation. Liu Tianyong serves as the director of the Finance and Tax Law Professional Committee of the All-China Lawyers Association, a member of the Expert Committee on Civil and Administrative Litigation Supervision Cases of the Supreme People's Procuratorate, a member of the Expert Committee on the Review of Regulations and Rules of the Ministry of Justice, a specially appointed researcher at the Taxation Science Research Institute of the State Administration of Taxation, and a part-time professor at various universities, including Peking University, Renmin University of China, China University of Political Science and Law, and Central University of Finance and Economics. He has authored over ten tax law monographs, including "Chinese Tax Lawyer Review" (Volumes 1-8), "Chinese Tax Lawyer Practice (Fourth Edition)," and "Practical Solution to Difficult Cases in Chinese Tax Law (Fourth Edition)." Liu Tianyong has been invited by central authorities such as the State Administration of Taxation, Ministry of Finance, Ministry of Justice, and the Standing Committee of the National People's Congress to participate in legislative discussions on tax laws, including Tax Collection and Administration Law, Individual Income Tax Law, Enterprise Income Tax Law, Value-Added Tax Law, and Real Estate Tax Law. Over the years, he has represented clients in more than 300 significant administrative and criminal tax cases involving VAT, export tax rebate, corporate income tax, personal income tax, consumption tax, land value-added tax, customs duties, etc. While effectively safeguarding the legitimate rights and interests of taxpayers, he has also received high praise from relevant departments.
